What is a 'not modified save'? A save file that has only been played by X4, and any of its its DLCs, without any third party mods being installed and that has not been tampered with at any stage. If I had to guess then the most likely reason why there is a detectable pause between different screens is that map data, station build data, etc are probably not updated while that particular menu/screen is not active, so when switching to a menu/screen it has to poll game data and build the menu/...

But one question. How do you get window 10 to use 16gb of RAM for X4?

Mine won't go above 7.

I do run X4 on the highest priority. What annoys me is I can't find out how to get the game to run with it automatically.
