Isn't a bug, it is instead a new feature in 7.00. Now when you dismantle a station or a station is destroyed, the build storage is keep to not lost the build materials, also the station internal storage is moved to the build storage when dismantled. For what I'm observed, if the turret don't have any target, them it prioritise shooting against capitals/stations, but if it already acquired an smaller target, it not switch to the big ones when they come in range. As workaround, you can turn the turrets off then on again, as this way they acquired...

The crew capacity for most Xenon ships only has room for 1 crew, and the pilot counts, so that might be part of it.
They have room for two members, the pilot/captain and one crewman or marine.

For me the attack capitals first works outstanding against stations, but on the other side, fails against ships, as my L plasma turrets fire first against corvettes instead that against the capitals.
