The in-game encyclopaedia contains useful information on all the ships, weapons, equipment and stations you have encountered in your travels through the X-Universe.
You can access the encyclopaedia from the Sidebar | Personal | Advanced menu. It's also possible to bind a hotkey to it in Sidebar | Options | Controls, in the Information section of the Game tab.
To use the encyclopaedia you simply need to select a category (and possibly a sub-category) followed by the item you are interested in. You will then see a detailed description of the item.
