Steam is a digital distribution system for games that allows you to buy, install and play games without ever leaving your PC. Games you buy are downloaded directly to your hard disk and installed, and are subsequently kept up to date automatically.

Although the Steam license is a "membership" there is no cost in having an account on Steam. You can buy a game directly on Steam but no matter how many times you install it or how many years you use it, there is no additional cost. Even if you buy a game elsewhere (e.g a retail disk version), you can later use Steam to install it without the physical media (DVD) at no price.

There is, of course, an element of copy protection (also known as Digital Rights Management or DRM) in the Steam platform, to help reduce the level of illegal copying and distribution of games sold through Steam, however Steam is much less intrusive than many other forms of copy protection.
