On reloading I found it was a Magnetar that triggered it. One rewarded from an Argon guild mission with pre-installed mods.
Definitely 100% did not have any illegal wares.

It just happened again. Same station in The Reach, though the police squadron didnt seem to be attacking any miners this time, just the station.
I have zero idea why it happened and there seems to be no way to stop it cascading so I just alt-F4'd and undid 2 hours of gameplay.

I reloaded an earlier save and it never happened again. Checked all my ship's inventories - nothing at all, legal or otherwise. I have no idea why something of mine got flagged for illegal wares, I'm inclined to call it a bug, but the cascade failure was certainly brutal, and over the top.

This is what I'm most excited for. Cap ship combat right now is... horrific. Game-quittingly bad.
Maybe I should just play the beta, rather than wait for full release. Better to have a bugged but good AI than a clean and awful one.

I didnt notice anything on hover, but I can confirm it happens even on contextual menus, however not on the main menu before loading a save. Buttery 90fps+ there. Drivers are up to date now. Temps are okay. I've also tried windowed mode, no improvement. Map filters do nothing, and the framerate drop...

I've deleted and reinstalled the game, upped my ram speed (to DOCP standard preset), and disabled FSR and anti-aliasing which seems to have got me some more (5 to 10) fps in most scenarios.
