I never got my builder ship to find any build task. Even when I place it right next to a friendly NPC station that needs construction (fresh new plot), it ignores the station and wanders off into other sectors.

If i remember correctly the Tide goes active once every hour (+-5 minutes).
You can access Leap of Faith after every tide, for ( i think ) one minute, through the same anomaly you did during the campaign.
