Yeah, you're right. I opened sector map with cheat mod and there is indeed Defence station way below the axis. Mods please delete this post.

Vigor Syndicate produces massive amounts of ships in Windfall 1 which led to significant FPS drops in the sector. Looks like they don't use them anywhere only for sector patrolling. Looks like there is some sort of bug in the "destroy turrets" part of the Torus quest. After destroying all the quest marked turrets nothing happens and in the target stays one more turret somewhere deep in the torus model.
