Doh, it's working now. I haven't changed any video settings after installing the game except switching display mode to borderless window and now after your tip I've discovered that vsync was off. I've turned it on and it fixed my issue. Also, not sure why dxdiag reports 3GB memory, RTX2060 has 8GB. ...
