This one would take some doing and require a lot of modelers and texturing.
We'll are painfully aware that X:R is full of space grannys with the same haircut. So what sort of work would it take to fill the gap Egosoft left us and make some new NPC models? Males, Females, Children, Split, Teladi, etc etc.
Not necessarily a whole town's worth of new faces, but enough so that everyone looks different and has some choices of different haircuts, hair styles and clothing

Eventually this could branch out into adding missing races like Boron and Paranid. And maybe make some interaction more authentic, like Split using their crazy six-fingered sign language while talking.

I also believe that we the modding community should band together and create our own content patches rather than each making individual mods. More and unique station interiors, ship diversity, etc.
(Or at least pool them together into packs)
