Hello,
Given Terran popularity in latest X-poll and the shortcomings of "Terran-only" gameplay, it would be good to adress one of things Terran lack.
Namely Terraforming project and facilities connected to it (e.g. Academy, Banks etc.)
Therefore it would be nice, as an alternative to planetary terraforming, to use Terraforming logic in Torus reconstruction project.
Another side option would be to turn one of Pioneer planets to have terraforming menu as well - plot wise Pioneers terraformed them on their own, after player help them with the plot, so it should be completed/no reward, but still alow to build additional facilities (bank, academy, medical).
Therefore Pioneer would be "quick and easy" Terraforming, while Protectorate Torus would be "big and long" project.

I don't know what the Commonwealth is going to think about the Terrans rebuilding the Torus! Maybe they would be more likely to see it positively if you had to build it with non-Terran parts, which would add some challenge to the terraforming.
