[BUG?] Wing Formations lack repetative cohesion

Hi

I was just curious if this is a bug or not:
In the picture I have 6 "wings" on a carrier (Shark)
each of the 6 have:
1x barracuda "leader" 1 star
2x Mako "attack with commander" Varying star
Formation is set to "v-shape"
All have fly and wait order
Example is OOS. (out of sector)

From the picture, we can see 4 of the "wings" have tight cohesion, 2 of them have loose cohesion.
From what i can tell from my settings, they all have the exact same options set in regards to formations, orders, and setup.

This to me seems like a bug. If this is intended behaviour, could you tell me whats causing this behaviour so i can rectify it.
