Bug - 7.0B3 Snooping Around stuck

Unmodified game, no dlc - started a playthrough but got stuck on the snooping around mission:

Flew to Silent Witness XI - Station SCA Factory: DIH-302
Scanned leak
Flew away and then turned back to engage the SCA ships that spawn in
At this point the mission got stuck on the 'fly to safe position' objective

I've tried:
Teleporting in and out of sector
flying in and out via gates
trying with different ships
I can even go up to Dal in HC1 and speak but he says nothing and the mission is stuck

If anyone could help me fix/edit the save to progress the mission or show me a method to reset it, it would be much appreciated.
