Strange chasing behavior

My destroyer is ordered to attack turrets of an enemy destroyer.
Distance is about 15 km.
Pilot of my destroyer can't catch the enemy at all.
Pilot switches travel mode on, chases to 8 km, switches travel off, turns perpendicular to the enemy direction, turns back to the enemy, and the cycle continues.
No chance to catch the enemy at all.
