[7.00 Beta 3 (529848)] Prospecting Missions Finish At Lower Than Requested Values

Here's how to produce the bug:

1. I have a prospecting mission active that requests 0.42 / km^3 of Silicon.
2. Immediately in front of me is a resource probe detecting 0.34 / km^3 if Silicon.
3. Deactivate the resource probe.
4. Tractor in the resource probe.
5. Redeploy the resource probe.
6. The mission will complete even though the redeployed resource probe still detects only 0.34 /km^3 of Silicon, less than the requested 0.42 / km^3.
