There's a factory that sells them in a Teladi sector south of Seizewell (either Company Pride or Ceo's Sprite, definately before you hit a Pirate sector).

It'll probably cost 1-2k more than buying it from an equipment dock but I haven't found an equipment dock that sells them yet.

The 25MW shields are half price at the 50MW shield factories...

Cloudbase south east has a factory that sells them.

Odd that argon factories sell them dont you think :)
Perhaps theres a reason for this :D
