Yes. You can use your Steam account to install your games on more than one PC, but as with most licence agreements you are only allowed to play your Steam games on one PC at any one time.
You can also safely transfer files from one Steam installation to another to reduce the amount of download bandwidth required if you have multiple installations. The Steam client even offers a convenient means to do this; just go to the Steam menu in the Steam client and choose the Backup and Restore Games option. This method is useful if your primary gaming PC is not normally connected to the internet, or if you need to use a different PC to download updates. Note, however, that you will still need to connect each PC to the internet at least once when installing and activating a given game on that PC.
