Yes. If the mods you want to develop or install change existing game files then you will need to switch off automatic update in order to prevent Steam from overwriting your changes with the original version. However if the mods you are using simply adds files (for example those which use additional CAT/DAT files) then this is normally unnecessary. You might, however, decide you still want to disable automatic update in case a patch is released which is not compatible with the mods you are using.
