The only time you absolutely have to be online is during the final stage of installation and activation of a game on a given PC. After that you can, if you want to, switch the Steam client to offline mode. You will still need to run the Steam client in order to play your Steam games, whether they were purchased online or installed from DVD, but doing so will not require you to have an active internet connection.
There are a few other times when being online may be required, but generally only for Steam-related game features. If you are interested in Steam achievements, for example, then you will probably need to go into the main in-game menu at least once after installation for these to start triggering.
Note: You cannot play a game for which an update has started downloading. If you switch to online mode and an update starts downloading then you will need to wait for the download to complete before you can play the game.
