Launch options can be set in the Steam Client by right-clicking on X Rebirth in your game library, selecting Properties and clicking on the 'Set launch options' button in the General tab. The launch options are then added to the executable file (.exe) of X Rebirth or its shortcut and enable/disable certain functionalities within the game.

For X Rebirth, the available launch options are as follows:

-showfpsEnables the FPS (frames per second) counter in the game. FPS are a value to measure the ingame performance.
-language XXSets the language of the text files being used in the game, whereby XX stands for the actual language code. Available numbers are: 7 - Russian, 33 - French, 34 - Spanish, 39 - Italian, 44 - English, 49 - German, 82 - Korean, 86 - Simplified Chinese and 88 - Traditional Chinese. (Please note: By default the game will use the text for the language, which is set in the Language tab of the Game properties in the Steam Client.)
-voicelanguage XXSets the language of the voice files being used in the game, whereby XX stands for the actual language code. Available numbers are: 33 - French, 44 - English and 49 - German. (Please note: By default the game will use the voice file for the language, which is set in the Language tab of the Game properties in the Steam Client. If a respective voice file isn't available, the English file will be used.)
-difficulty xSets the difficulty to the as x specified difficulty level.*
-prefersinglefilesWith this setting game files extracted from the catalog files (cat/dat) are prioritized over those files within the catalog files. The extracted files still have to be placed within the correct folder structure. (Please note: This setting is only really useful for modders, who want to test their changes without having to repack their files into catalog files. If you just want to install mods, for example the ones provided in the Steam Workshop, you don't need this setting.)
-disablemusicDisables the music in the game.*
-disableeffectsoundsDisables sound effects, like engines, gun fire, etc.*
-soundsystem xSets sound system, whereby x stands for the actual sound system in question. Available values are mono, stereo, quad, surround, 5.1 and 7.1.
-windowedEnables window mode.*
-borderlessEnables borderless window mode.*
-confinemouseConfines the mouse cursor to the game window.
-width:XXXXSets the width value of the resolution. Use this together with the 'height' command below to set the resolution to a custom size. (Please note: Not all resolutions might work properly with the game or offer an enjoyable gaming experience.)*
-height:YYYY Sets the height value of the resolution. Use this together with the 'width' command above to set the resolution to a custom size. (Please note: Not all resolutions might work properly with the game or offer an enjoyable gaming experience.)*
-antialiasing:nDisables Antialiasing.*
-noshadowsDisables shadows.*
-nossaoDisables SSAO.*
-noglowDisables Glow.*
-skipintroIntro movies are skipped when the game is started.
-clearstats Clears the ingame statistics.
-clearstatsandachievementsClears ingame statistics and Steam achievements. Beware that some achievements can only be earned in a new game again.

(All options marked with an asterisks (*) can also be set within either of the option menus in the game directly. If you change a setting there, it will override the launch option.)

To use two or more options at once, you can write them after each other leaving a space inbetween, whereby the order of the different options doesn't matter. For example:
-width:1024 -height:768 -skipintro -showfps

This will start the game with a resolution of 1024x768. The intro movie will be skipped and an FPS counter will be displayed in the lower left corner of the screen.
