I've maxed out my ship by buying all the engine tunings I can but the speed still isn't up to the maximum displayed in the stats. Why not?

The ship's speed decreases if your hull is damaged. Repair your ship at any shipyard type station to get the maximum stated speed. Repairing ships costs a certain amount of money per unit repaired.
