The basic method is to damage the hull to 87% or below and then there is a random chance that the pilot will bail out when their shields are at 0%.

Yes, technically anyone can do it. If you can fly a ship and have some means of damaging another then it's possible. If you are a terrible pilot or have no weapons then it's probably best you don't try this at home!
