The content from the X Rebirth expansions The Teladi Outpost and Home of Light (such as access to new systems) is available in every gamestart, as long as the respective expansion is installed and activated. (You can check that by opening the extensions menu in the game.)
If you wish to start in either of the new systems added by the expansions and discover the new features directly, you should select a dedicated gamestart. For The Teladi Outpost this is the "The Teladi Outpost" start. For Home of Light these are the "Home of Light" and the "Verge Explorer" gamestarts.
Please note: When playing the campaign, not all gates to the new systems are open from the beginning, but will be activated over time.
